Background: In order to develop a permanent infrastructure of non-formal education in the country, implementation of integrated non-formal education expansion program was started in 1991. Primary and Mass Education Division was created in 1992 under the Ministry of Education for proper and proper implementation of primary and mass education curriculum. Under the supervision of this department, the country achieved unprecedented success in the field of literacy from 1992-97, as a result of which the government received the UNESCO International Literacy Award in 1998.
The Government established the Directorate of Non-formal Education on September 3, 1995 under the Ministry of Primary and Mass Education to make the INFEP project a permanent structure. In 2003, the Directorate of Non-Formal Education was made ineffective due to various incidents. At present the Bureau of Non-formal Education is functioning as a permanent structure. Through which the government is continuing the program of developing the illiterate population as literate and enlightened citizens.
